Plan according to the skills needed to do them
When a new team member comes in, they need some time to acquire the knowledge to fully understand the product you are working with. Whilst the team member will need more exposure to your actual processes, I would recommend to let them start off testing areas of the system that are of low risk and leave the higher risk areas to the more experienced members.
The more experienced tester knows the system, boundary charts, test matrix, and other testing techniques and he will require less time on thinking of what to test. The less experienced tester will require more of your time on how they should go about testing and how to do every other test.
